The Pacific Islands Forum Fisheries Agency (FFA) is an intergovernmental organisation working to strengthen national capacity and regional solidarity so Pacific nations can manage, control, and develop their tuna fisheries now and in the future.

Based in Honiara, Solomon Islands, FFA's 17 member nations are Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

FFA was established to help countries sustainably manage the fishery resources within their 200-mile Exclusive Economic Zones (EEZs). FFA is an advisory body providing expertise, technical assistance and other support to its members who make sovereign decisions about their tuna resources and participate in regional decision making on tuna management through bodies such as the Parties to the Nauru Agreement (PNA) and the Western and Central Pacific Fisheries Commission (WCPFC).

Since 1979, FFA has facilitated regional cooperation so that all Pacific countries benefit from the sustainable use of tuna – worth over USD $3 billion a year, and important for many people’s livelihoods in the Pacific.

About the Opportunity

FFA is now looking for a full-time Project Coordinator to join their team in Honiara, in the Solomon Islands, working on the Pacific European Union Marine Partnership programme (PEUMP). Please note this is a 4-year project-based role, with an initial contract of employment of 2 years and possible renewal for a further 2 years.

Reporting to the Director of Fisheries Development, you will be responsible for providing a high level of financial and administrative support to the project, including contract management and reporting, and ensuring that the project is managed and documented to ensure zero ineligible expenditure.

Some of your key responsibilities will include (but not be limited to):

  • Preparing contracts, variations and related documentation for consultants;
  • Verifying the systematic documentation of all procurement and purchases, from identification of the need through to final delivery and acceptance of goods and outputs;
  • Ensuring project disbursements are effected promptly and monitoring that project expenditure/implementation is meeting targets;
  • Preparing with the Team Leader (TL) the project annual report for the Project Management Unit (PMU) and international donors, including the requests for payment that this triggers; and
  • Working with the TL and project staff to prepare the Annual Work Programme and Budget for the PMU and donor approval.

About You

To be successful in this role, you must hold a tertiary degree in Business Studies, Commerce, Accounting or equivalent, with at least 10 years experience in an executive support role (in Government or an international organisation) and some experience of the procedures and reporting requirements of at least one of the major donors active in the Pacific Islands.

While you do not have any direct reports, you will need to be confident in exercising authority over all project staff and beneficiaries of project funding in order to ensure that the correct financial procedures are adhered to and that project funds are acquitted in a timely manner.

You must be proficient in the use of Microsoft Office Suite and have an understanding of both project cycle management and project budgeting.

Excellent verbal and written communication and presentation skills, both at a technical and general circulation level, are required.

Your demonstrated ability to effectively manage (physical, financial and time) and work to multiple deadlines across a range of activities will be crucial to your success in the role.

While not mandatory, a postgraduate qualification in business, public administration or similar will be highly regarded. A working knowledge of FFA administrative procedures/financial systems, experience management and reporting for EU-funded projects, and knowledge of the tuna industry in the Pacific will all be looked upon favourably.

Education for dependent children will be reimbursed at 75% of tuition fees (Conditions apply). If your dependent child is educated overseas, paid school travel may be available for you or your child to visit each other once a year. 

Accommodation assistance is also available.

Additionally, relocation expenses will be paid, with an establishment grant paid on arrival in Honiara.  Annual airfares back to your country of repatriation will be provided, and a repatriation allowance of 2 weeks’ base salary on return to home-base at the end of the contract. There is also a retention incentive of 14% of your base salary which will be paid on the completion of two year contract.

On top of all this, you will have access to 6 weeks of annual leave each year, giving you plenty of time to explore this stunning part of the world!
