The Pacific Islands Forum Fisheries Agency (FFA) is an intergovernmental organisation working to strengthen national capacity and regional solidarity so Pacific nations can manage, control, and develop their tuna fisheries now and in the future.

Based in Honiara, Solomon Islands, FFA's 17 member nations are Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

FFA was established to help countries sustainably manage the fishery resources within their 200-mile Exclusive Economic Zones (EEZs). FFA is an advisory body providing expertise, technical assistance and other support to its members who make sovereign decisions about their tuna resources and participate in regional decision making on tuna management through bodies such as the Parties to the Nauru Agreement (PNA) and the Western and Central Pacific Fisheries Commission (WCPFC).

Since 1979, FFA has facilitated regional cooperation so that all Pacific countries benefit from the sustainable use of tuna – worth over USD $3 billion a year, and important for many people’s livelihoods in the Pacific.

About the Opportunity

FFA is now looking for a full-time Fisheries Policy Specialist and Team Leader to join their team in Honiara, in the Solomon Islands, working on the Pacific European Union Marine Partnership programme (PEUMP). Please note this is a 4-year project-based role, with an initial contract of employment of 2 years and possible renewal for a further 2 years.

Reporting to the Director of Fisheries Development, you will be responsible for managing and coordinating the activities of the PEUMP programme as implemented by FFA in conjunction with other agencies and implementing project activities to promote the private-sector-led growth of the domestic tuna industry.

Some of your key responsibilities will include (but not be limited to):

  • Assisting Pacific-ACP Countries in the preparation and implementation of comprehensive private sector-oriented tuna national development policies and strategies;
  • Facilitating annual policy dialogues between PACP countries and relevant/interested Directorates of the EU on fisheries and marine issues;
  • Managing a major programme of support for small-to-medium tuna fishing enterprises that will improve their businesses and address social and environmental issues;
  • Representing FFA in project coordination meetings with other implementing agencies, as well as regional steering committee meetings;
  • Leading the development of annual work plans and budgets in coordination with national fisheries agencies and other stakeholders, including the project team at FFA and the Project Management Unit (PMU); and
  • Reporting to key internal and external stakeholders, including FFA Members, Project Management Units and Donor Agencies (EU and SIDA).

About You

To be successful in this role, you must hold a graduate degree in fisheries management, marine policy or equivalent discipline, along with proven experience in researching, preparing and presenting policies, plans and reports.

You will possess a minimum of 7 years experience in project management (specifically within the fisheries field) in addition to 5 years experience in fisheries development, including work in the private sector.

The knowledge of (or capacity to rapidly acquire) oceanic pelagic fisheries with an emphasis on tuna and the tuna industry is essential, as is proven experience leading a small team of professionals addressing different fisheries issues and coordinating work across stakeholders in different areas of marine/ocean management.

This position involves the direct leadership and supervision of four professional staff in the development, allocation, disbursement and reporting of a US$10 million programme. As such, you must have the ability to effectively manage deadlines for multiple project strands, driving the project forwards while maintaining document flow and meticulous record keeping for all donor administrative and reporting requirements.

As you will be reporting to multinational stakeholders and international donor agencies frequently, excellent verbal and written communication/presentation skills will be crucial to your success.

While not essential, a tertiary qualification or in-service training course in public administration, project management or equivalent area relevant to managing donor-funded projects will be highly regarded.

Education for dependent children will be reimbursed at 75% of tuition fees (Conditions apply). If your dependent child is educated overseas, paid school travel may be available for you or your child to visit each other once a year. 

Accommodation assistance is also available.

Additionally, relocation expenses will be paid, with an establishment grant paid on arrival in Honiara.  Annual airfares back to the country of repatriation will be provided, and a repatriation allowance of 2 weeks’ base salary on return to home-base at the end of the contract. There is also a retention incentive of 14% of your base salary which will be paid on the completion of your two-year contract.

On top of all this, you will have access to 6 weeks of annual leave each year, giving you plenty of time to explore this stunning part of the world!
