The Pacific Islands Forum Fisheries Agency (FFA) is an intergovernmental organisation working to strengthen national capacity and regional solidarity so Pacific nations can manage, control, and develop their tuna fisheries now and in the future.

Based in Honiara, Solomon Islands, FFA's 17 member nations are Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

FFA was established to help countries sustainably manage the fishery resources within their 200-mile Exclusive Economic Zones (EEZs). FFA is an advisory body providing expertise, technical assistance and other support to its members who make sovereign decisions about their tuna resources and participate in regional decision-making on tuna management through bodies such as the Parties to the Nauru Agreement (PNA) and the Western and Central Pacific Fisheries Commission (WCPFC).

Since 1979, FFA has facilitated regional cooperation so that all Pacific countries benefit from the sustainable use of tuna – worth over USD $3 billion a year, and important for many people’s livelihoods in the Pacific.

About the Solomon Islands

The beautiful Solomon Islands lies to the northeast of Australia and are a vast archipelago of islands covering over 1,500 km in the beautiful Pacific Ocean. This tropical paradise is made up of numerous coral atolls with lush tropical vegetation, beautiful beaches and verdant seas.

About the Opportunity

FFA has an exciting full-time opportunity for a Project Administration Officer to join their team in Honiara, the capital city of the Solomon Islands. 

Reporting to the Director - Corporate Services, you will be responsible for providing support for the financial and administrative arrangements for the NZ MFAT Activity Projects, and assisting with required FFA reporting on New Zealand programs. This will include monitoring and evaluation requirements. In addition, you will assist in the development of processes to formalise and improve the overall management and evaluation of donor programs.

More specifically, your day-to-day duties will include (but will not be limited to):

  • Implementing the FFA administrative and financial regulations/procedures required for the effective and efficient implementation of the NZ MFAT Activities;
  • Providing advice and assistance in relation to the management and administration of project funds;
  • Assisting with the preparation of budgets, workplans, and financial and progress reports;
  • Assisting other staff to prepare and implement work programmes in relation to the NZ MFAT Activities;
  • Providing coordination support in the delivery of project tasks with FFA staff and service providers;
  • Maintaining relevant components of the FFA’s Donor Agreement Payment and Reporting Schedule; and
  • Fostering effective relations with FFA staff, FFA members, the NZ MFAT Activity Steering Committees, NZ MFAT project service providers, and other donors and key stakeholders.

About You

To be considered for this role you will possess relevant tertiary qualifications (minimum of diploma level) in finance and administration, project management, business management, or other relevant field. 

You will also have demonstrated experience in project management, policy development, basic financial management and report writing, and/or business administration, preferably in the fisheries or related development sector. An understanding of Monitoring and Evaluation will also be key.

FFA is looking for a committed team player who possesses diplomatic skills and an operational perspective. You'll be well organised and results oriented, with a systematic approach to your work.

As stakeholder liaison and teamwork are prominent components of this role, excellent interpersonal and communication skills (both written and oral) will be crucial for your success. Competency in the use of computer programs, including Microsoft Excel, is also essential. Any experience with TechnologyOne or Finance1 will be highly regarded.

You’ll be offered a competitive, tax-free remuneration package circa US$62,852, commensurate with your skills and experience, including location allowance and COLDA.

Superannuation will be paid at 7.5% into either a nominated fund or as an additional cash supplement. FFA reimburses all reasonable medical, dental, and optical expenses for yourself and dependents. Insurance coverage is also provided for personal accident, life, medical & repatriation.

Education for dependent children will be reimbursed at 75% of tuition fees (Conditions apply). If your dependent child is educated overseas, paid school travel may be available for you or your child to visit each other once a year. 

Additionally, relocation expenses will be paid, with an establishment grant paid on arrival in Honiara. Accommodation assistance is also available. Annual airfares back to your country of repatriation will be provided, and a repatriation allowance of 2 weeks’ base salary on return to home-base at the end of your contract. There is also a retention incentive of 21% of your base salary which will be paid on the completion of your three-year contract.

On top of all this, you will have access to 6 weeks of annual leave each year, giving you plenty of time to explore this stunning part of the world!
