The Pacific Islands Forum Fisheries Agency (FFA) is an intergovernmental organisation working to strengthen national capacity and regional solidarity so Pacific nations can manage, control, and develop their tuna fisheries now and in the future.

Based in Honiara, Solomon Islands, FFA's 17 member nations are Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

FFA was established to help countries sustainably manage the fishery resources within their 200-mile Exclusive Economic Zones (EEZs). FFA is an advisory body providing expertise, technical assistance and other support to its members who make sovereign decisions about their tuna resources and participate in regional decision-making on tuna management through bodies such as the Parties to the Nauru Agreement (PNA) and the Western and Central Pacific Fisheries Commission (WCPFC).

Since 1979, FFA has facilitated regional cooperation so that all Pacific countries benefit from the sustainable use of tuna – worth over USD $3 billion a year, and important for many people’s livelihoods in the Pacific.

About the Solomon Islands

The beautiful Solomon Islands lies to the northeast of Australia and are a vast archipelago of islands covering over 1,500 km in the beautiful Pacific Ocean. This tropical paradise is made up of numerous coral atolls with lush tropical vegetation, beautiful beaches and verdant seas.

About the Opportunity

FFA has a newly created full-time opportunity for an Air Surveillance Planning Officer to join their team in Honiara, the capital city of the Solomon Islands. 

Reporting to the Surveillance Operations Officer, you will be responsible for coordinating, planning, executing, and reporting on the Pacific Maritime Security Program (PMSP) Aerial Surveillance for FFA members.

More specifically, your day-to-day duties will include (but will not be limited to):

  • Collecting and evaluating relevant intelligence;
  • Intelligence based surveillance scheduling and prioritisation;
  • Conducting intelligence based scheduling of aerial surveillance in coordination with the Pacific Patrol Boats across 15 member country EES, territorial waters, and adjacent high sea pockets;
  • Conducting operational liaison with FFA and members' surveillance authorities and representatives of other relevant projects, programmes, and stakeholder groups;
  • Maintaining effective communication with surveillance authorities to ensure equitable delivery of aerial surveillance services to member nations;
  • Maintaining regular communication with FFA member countries and stakeholders on issues of common interests in utilisation of aerial surveillance assets; and
  • Updating the communication plan and SOP's to facilitate quick response in the event of changing priorities, threats, and opportunities including managing the processing of air task requests, air task messages, and air task orders.

About You

To be considered for this role you will possess relevant tertiary qualifications (minimum of diploma level) in project planning, logistics, maritime operations, or marine science/affairs.

You will also have demonstrated experience in logistics planning and management, surveillance operations, multinational coordination and communication, risk management or equivalent.

While not essential, candidates with previous experience working in the Pacific Region, in Maritime Law Enforcement, and or Air operations logistics, planning, and approvals will be held in high regard. 

FFA is looking for a committed team player who possesses diplomatic skills and an operational perspective. You'll be proactive, well organised and results-oriented, with a systematic approach to your work. It is also critical that you display exceptional prioritisation, coordination, and problem-solving skills. 

As stakeholder liaison and teamwork are prominent components of this role, excellent interpersonal and communication skills (both written and oral) will be crucial to your success. You will also feel comfortable working in an autonomous environment.

Competency in the use of computer programs, including Microsoft Excel, is also essential. Previous experience operating GIS systems will be highly regarded.

You’ll be offered a competitive, tax-free remuneration package circa US$61,394 to US$106,734 (negotiable with skills and experience) including COLDA and Location Allowance PLUS a host of other benefits!

Superannuation will be paid at 7.5% into either a nominated fund or as an additional cash supplement. FFA reimburses all reasonable medical, dental, and optical expenses for yourself and dependents. Insurance coverage is also provided for personal accident, life, medical & repatriation.

Education for dependent children will be reimbursed at 75% of tuition fees (Conditions apply). If your dependent child is educated overseas, paid school travel may be available for you or your child to visit each other once a year. 

Additionally, relocation expenses will be paid, with an establishment grant paid on arrival in Honiara. Accommodation assistance is also available. Annual airfares back to your country of repatriation will be provided, and a repatriation allowance of 2 weeks’ base salary on return to home-base at the end of your contract. There is also a retention incentive of 21% of your base salary which will be paid on the completion of your three-year contract.

On top of all this, you will have access to 6 weeks of annual leave each year, giving you plenty of time to explore this stunning part of the world!
