About the Organisation

The Pacific Islands Forum Fisheries Agency (FFA) is an intergovernmental organisation working to strengthen national capacity and regional solidarity so Pacific nations can manage, control, and develop their tuna fisheries now and in the future.

Based in Honiara, Solomon Islands, FFA's 17 member nations are Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

FFA was established to help countries sustainably manage the fishery resources within their 200-mile Exclusive Economic Zones (EEZs). FFA is an advisory body providing expertise, technical assistance and other support to its members who make sovereign decisions about their tuna resources and participate in regional decision making on tuna management through bodies such as the Parties to the Nauru Agreement (PNA) and the Western and Central Pacific Fisheries Commission (WCPFC).

Since 1979, FFA has facilitated regional cooperation so that all Pacific countries benefit from the sustainable use of tuna – worth over USD $3 billion a year, and important for many people’s livelihoods in the Pacific.

About the Opportunity

FFA now has an opportunity for a Systems Analyst / Programmer to join their team in Honiara, Solomon Islands on a 3 year fixed term contract, with possibility for renewal pending performance appraisals and availability of funding.

Reporting to the Manager of Information Technology, this position is primarily responsible for providing systems analysis, design and development to FFA and member countries, along with technical advice and general ICT user support.

Key responsibilities will include, but will not be limited to:

  • Managing the enhancements and security of FFA's data and information systems;
  • Developing, implementing and supporting new systems and modules based on FFA user needs;
  • Maintaining current systems to support FFA operations;
  • Providing user training on FFA systems and processes; and
  • Providing general ICT technical support to FF staff and Members when required.

In line with current COVID-19 considerations, FFA has a number of policies in place to keep their staff safe, including temporary work from home arrangements for those who would be relocating to Honiara.

About You

To be considered for this role, you must hold a tertiary qualification in Computer Science, Information Technology and/or a related discipline, as well as prior professional experience as a Systems Analyst and/or Programmer.

You will need to demonstrate significant experience in an enterprise ICT environment and excellent knowledge of information management systems, web-based software development and database administration utilising open source technology.

Additionally, you will need to be knowledgeable in Structured Query Language (SQL), data exchange formats and web-based or mobile software applications developed in PHP Laravel, Python, Angular and Java. Your software development experience should also include PHP or other relevant scripting and programming languages, and you will also need experience with PostgreSQL, MS SQL Server or MySQL.

Importantly, you will need to demonstrate excellent English communication skills and the ability to transfer information to a non-technical audience. You must be a team player, respectful of individual and cultural differences and be able to establish and maintain strong, working relationships with a diverse group of stakeholders. FFA is looking for a customer-focused, results-oriented professional who is able to navigate the complex international frameworks that the FFA operates within, and effectively manage competing demands.

While not essential, any understanding or familiarity with different types of fisheries data and intelligence used in analysis processes will be highly regarded.

About the Benefits

In exchange for your hard work and dedication, the successful candidate will receive a base salary circa US$44,717 - US$63,130, dependant on proven experience and qualifications, and tax-free for citizens of most countries.

You will also have superannuation paid at 7.5% into either a nominated fund or as an additional cash supplement, as well as a Cost of Living Differential Allowance (COLDA) between 25.73% - 22.01% and Location Allowance (LA) of 16.25%. FFA reimburses all reasonable medical, dental, and optical expenses for yourself and dependents, and provides insurance coverage for personal accident, life, medical & repatriation.

An education allowance of US$13,500 per child will be provided for dependent children (family limit of 3 children), plus travel allowances for children attending high school or university overseas (conditions apply). 

On top of all this, you will have access to 30 days of annual leave each year, giving you plenty of time to explore this stunning part of the world!
